Strong wind attack! Zhuoshui River dust control measures are enhanced under typhoon and monsoon season
The most challenging time for dust control and improvement of Zhuoshui River is during the end of the flood season in September. It is necessary to quickly control the dust caused by the northeast monsoon in the lower reaches of Zhuoshui River. This year, the typhoon was delayed due to climate change, and the construction access roads were often blocked by the recent thunderstorm. Even so, the area of bare land has been greatly reduced compared with previous years. The Fourth River Management Office will continue implementing the dust control measures.
In order to ensure that the dust control during the Mid-Autumn Festival will not be stopped, various contingency actions will be activated according to the actual situation, including adjusting the road watering frequency, watering bare lands.
It is believed that with the concerted efforts of all units, the local villagers can feel at ease and welcome the Mid-Autumn Festival without dust.

濁水溪揚塵防制應變齊打拼
濁水溪揚塵防制與改善作業，最大挑戰在於每年九月份汛期末段，需迅速掌控東北季風可能造成濁水溪下游河段的揚塵災害。今年因氣候異常導致颱風延遲，且近期午後連日陣雨常阻斷了施工便道，防制工程仍需面臨著改善河中裸露沙洲進場施作困難挑戰。然經近年來的努力，今年裸露地面積較往年有大幅度縮減，且都在第四河川局的嚴密掌控中，對於揚塵防制工作，四河局審慎積極面對。
水利署第四河川局今年度為因應河道變化，超前部署，以可行性作業優先，陸續完成防洪林帶植栽4.55公里、河道整理1.1公里、其他覆蓋27.2公頃，裸露地改善截至8月底已完成73公頃，針對河中灘地裸露面積重點控管。隨時注意天候變化、裸露地位置、輔以空拍機來確認滾動檢討揚塵抑制措施。
為確保這波颱風加東北季風強風夾擊應變及中秋連假揚塵防制不打烊，水利署第四河川局李友平局長於8月29日召開揚塵防制聯繫會議，會同行政院農委會林務局、雲林縣環境保護局、彰化縣環境保護局等協力夥伴，研商相關揚塵應變作為及分工，確保各單位之通報暢通，並提前做好準備，隨時依實際情況啟動各項應變作為，包括調整水車執行道路灑水頻率、支援河川裸露地灑水與裸露地三仙膠噴灑等相關應變措施。
同時為因應軒嵐諾颱風來勢洶洶，水利署賴建信署長在8月31日召開之軒嵐諾颱風防汛會議中指示，要求針對颱風外圍環流強風影響範圍內之揚塵好發區，加強揚塵抑制作為。
第四河川局已配合預報提前啟動各區簡易灑水系統灑水，於崙背、麥寮、大城、竹塘等區域增加派遣水車辦理堤前便道灑水，並於二崙、大城地區低灘裸露地佈設高壓揚程泵浦及施工機具協助加強灑水等措施，加強緊急應變作為，以減少濁水溪揚塵對沿岸居民之影響，相信在各單位齊心協力打拼下，可讓在地鄉親安心及迎接「有風無沙」的中秋假期。
